Further to my conversation with Mr. Baddeley of the 29thult., I herewith submit my suggested scheme for the development of British Aviation in Malay and the vicinity.

As will be seen I have included the Governments

of Sarawak, British . Borneo and Hongkong in the scheme,

the suggestion being that the two former Countries will be interested in it from the same point of view as yoursel ves (Name) v Survey and Photograph) while Singapore and Hongkong

will probably take a greater interest in the question of

Mei) Services which may eventually stretch from Calcutta to

Shanghai.

By grouping the four Goverments together, the

individual expense is much reduced, while a far larger

amount of very interesting investigation can be carried out

and much valuable date collected.

From all points of view it is suggested that the

carrying out of the necessar" experimental and development

work by the Governmente concerned is the only way in which

Civil Aviation can ever have a res) chance in the East.

By this preliminary Goverment support the way is

smoothed for Civilian enterprise and the British sircraft

Industry upon which so much must depend in the future, will be given much needed assistance. The Governmente concerned

will reap the benefits of rapid commmunication and Survey

services which will in the near future, reduce the present

day survey costs by some 50%.

It should be clearly understood that the Scheme

enclosed is simply a suggested outline of the manner in

which this might be accomplished. I have had no opportunity
